Cheap Steam leveling isn't about tricks. Every complete card set crafts into exactly 100 XP, whatever game it comes from, so a cheap level is simply a cheap set. Ours cost $0.345 each (October 2026 price).
That puts level 100 at $189.75 from a fresh account. Building the same 550 sets yourself from the cheapest raw cards on the Steam Market costs more, and eats about 17 hours. We've traded Steam card sets since 2017, across more than 15,000 trades, and every figure below is one you can check against the calculator. (New to Steam XP? The complete guide to leveling up on Steam covers the basics first.)
What is the cheapest way to level up on Steam?
Buy complete card sets at the lowest price per set, then craft them into badges yourself. Every set grants the same 100 XP, so the price per set is the only number that matters. At SteamLevelForge a set costs $0.345 by card or PayPal, and level 0 to 100 costs $189.75, delivered in a single Steam trade offer.
No subscription, no "boosting", and nobody logs into your account. Get your exact price on the level-up calculator: it works out which sets you're missing for your target and prices only those, in every currency we take.
What cheap Steam leveling costs, level by level
Here are the common jumps, priced at October 2026 rates from the same XP curve the calculator runs on.
| Level jump | Card sets | Card or PayPal | TF2 keys | Gems |
|---|---|---|---|---|
| 0 β 10 | 10 | $3.45 | 2 | 7,000 |
| 0 β 25 | 45 | $15.53 | 7 | 31,500 |
| 0 β 50 | 150 | $51.75 | 23 | 105,000 |
| 0 β 100 | 550 | $189.75 | 84 | 385,000 |
| 50 β 100 | 400 | $138.00 | 61 | 280,000 |
| 100 β 150 | 650 | $224.25 | 99 | 455,000 |
| 100 β 200 | 1,550 | $534.75 | 235 | 1,085,000 |
Three things worth reading off that table:
- Keys only come whole. One TF2 key covers 6.6 sets, so the key column rounds up. That's why 550 sets is 84 keys rather than 83.3.
- Your starting level counts. An account already at level 50 pays $138.00 for level 100, not $189.75. The calculator subtracts the XP you have.
- The back half is where the money goes. Levels 50 to 100 take 400 of the 550 sets, nearly three-quarters of the bill. The full Steam level price list runs to level 250 and shows why every ten levels costs more than the last.
Cheaper than buying the cards yourself
The old rule in Steam trading was simple: raw cards on the Community Market are the cheap route, and an assembled set costs extra for the convenience. At $0.345 a set, that rule doesn't hold here.
| Route to level 100 (550 sets) | Price per set | Total |
|---|---|---|
| Steam Market, the 110 cheapest games | ~$0.355 | $195.40 |
| Steam Market, median set price | $0.72 | $396.00 |
| SteamLevelForge, card or PayPal | $0.345 | $189.75 |
Market figures come from the public steam.tools Steam Market dataset, a snapshot of 13,966 card sets taken on 20 October 2026 (normal sets only). Card prices move, so treat them as a guide rather than a quote.
So against a perfect run on the Market, where you buy the 110 cheapest games, find five complete sets of each and never overpay once, we still come in $5.65 lower. Against median prices we cost less than half.
And the perfect run is harder than it looks. It means roughly 3,000 individual card purchases and about 17 hours of finding, buying and crafting. The cheapest games are cheap because they're obscure, and obscure games often don't have five sets' worth of every card listed at once. $195.40 is the floor of the DIY route, not the typical result.
The side-by-side comparison lays out both routes, purchases and hours included, for whatever level you're aiming at. And if you enjoy hunting the Market anyway, fair enough: these seven tactics for leveling cheaply on your own are the ones that genuinely save money.
Paying with card, TF2 keys or gems
The number of sets never changes. Only the currency does.
- Card or PayPal: $0.345 per set. The simplest option, and the one every dollar figure on this page uses.
- TF2 keys: 6.6 sets per key. Handy if you already hold keys. Orders round up to the next whole key.
- Steam gems: 700 gems per set. Gems come from grinding down cards, backgrounds and emoticons you'll never use. A typical booster pack costs more gems than that and gives you three random cards; 700 gets you a complete set.
Loyalty points you earn on orders pay for sets too, at 210 points per set.
Which currency is cheapest? Usually the one you already hold. Turning keys or gems into cash on the Market costs about 15% in fees and leaves you with Steam Wallet funds you can't withdraw, so paying with them directly skips that loss. Beyond that, keys, gems and dollars each trade on their own market and move independently. The calculator prices your order in every currency side by side, so you can take the lowest on the day.
How a cheap Steam level-up works, in three steps
- Pick your target level. Enter it on the level-up calculator. It shows the sets you need, the price in each currency, and the highest level our current stock can genuinely reach, so you never pay for a level we can't fill.
- Pay. Card, PayPal, TF2 keys, gems or loyalty points. Your sets are reserved the moment you check out, so nobody can buy them out from under you while you pay.
- Accept one trade offer, then craft. Every set arrives in a single Steam trade offer, usually within a minute of payment clearing. You craft the badges on Steam, and your level climbs with each one. Level 100 is 550 crafts, about 90 minutes.
That last step is yours, and it has to be. Steam only grants XP for crafting, and crafting needs your own account. Anyone promising to add levels for you is asking for your login, which is exactly how accounts get stolen or disabled.
One thing can slow delivery, and it's Steam's rule rather than ours. If your account hasn't had the Steam Guard Mobile Authenticator active for seven days, Steam can hold trades for up to 15 days. Here's how trade holds work and how to avoid one.
Why trust SteamLevelForge
A cheap price is worth nothing if the sets never arrive. Here's the track record behind ours:
- Trading since 2017, continuously, with three dedicated trading bots keeping stock available.
- More than 15,000 trades completed.
- 5,600+ Steam accounts leveled and over 41 million XP delivered on our live counters. That's more than 410,000 card sets.
- Complete sets across thousands of games. That matters more than it sounds: a badge stops granting XP after five crafts, so level 100 needs at least 110 different games.
This site is the 2026 rebuild of that same service. The rules haven't changed with it. We never ask for your Steam password, sign-in goes through Steam's own login page, and delivery only ever happens through Steam's own trade system. Our About page has the history, and is buying Steam trading card sets safe? gives the honest version of the risks.

Frequently asked questions
What is the cheapest way to level up on Steam?
Buy complete card sets at the lowest price per set and craft them yourself, since every set grants the same 100 XP. At $0.345 a set (October 2026), SteamLevelForge prices level 100 below even the cheapest raw-card route on the Steam Market, without the 17 hours of hunting.
How much does it cost to reach Steam level 100?
From level 0 it takes 550 card sets: $189.75 by card or PayPal, 84 TF2 keys, or 385,000 gems at October 2026 rates. Buying the raw cards yourself cost $195.40 at best and $396.00 at median prices in an October 2026 Market snapshot.
Is buying Steam card sets safe and allowed?
The sets arrive by Steam trade offer, Valve's own feature for swapping items, and trading cards are made to be traded. What Steam's rules clearly forbid is selling or sharing accounts, which is why a legitimate seller never needs your login. The full safety guide covers the grey areas too.
Do I have to give you my Steam login?
No, and you shouldn't give it to anyone. You sign in through Steam's own login page, and all we need is your trade URL, which can only be used to send you an offer. A trade offer moves items into your inventory without any access to your account.
How fast do I get the sets?
Usually within a minute of payment clearing, all in one trade offer. If your account hasn't had the Steam Guard Mobile Authenticator active for seven days, Steam may hold the trade for up to 15 days. Crafting is then up to you: level 100 is 550 crafts, roughly 90 minutes.
Is SteamLevelForge legit?
We've traded Steam card sets since 2017: more than 15,000 trades across three dedicated bots, 5,600+ accounts leveled and over 41 million XP delivered. We never ask for your password, and every delivery is a standard Steam trade offer you can inspect before you accept it.
